CLARITY ON MICROPLASTICS | RUBBER INFILL FOR SYNTHETIC TURF

As industry professionals, it is essential that we provide clarity regarding the use of rubber infill for synthetic turf football fields.

Introduction
Recently, the European Union, following an investigative period, issued a directive—binding only for EU Member States—concerning the application of usage rules and bans related to what is defined as microplastics.

Below, we present the key excerpts from this new Regulation that specifically concern rubber infill for synthetic turf.

REGULATION (EU) 2023/2055 OF THE COMMISSION – 25 September 2023

This regulation amends Annex XVII of Regulation (EC) No. 1907/2006 of the European Parliament and Council concerning the registration, evaluation, authorization, and restriction of chemical substances (REACH), with regard to synthetic polymer microparticles. Key considerations include:

  • (1) The widespread presence of tiny fragments of chemically modified natural or synthetic polymers, which are water-insoluble, degrade very slowly, and are easily ingested by living organisms, raises concerns about their overall environmental impact and potential risks to human health. These polymers are found throughout the environment, including in drinking water and food, and contribute to microplastic pollution.

  • (2) Much of the microplastic pollution is generated unintentionally—for example, through the fragmentation of larger plastic waste, tire wear, road paint erosion, or washing of synthetic garments. However, tiny polymer fragments are also intentionally manufactured for use as such or added to products.

  • (53) Regarding granular infill used on synthetic sports surfaces, the Commission considers that extending the transitional period to eight years before the market ban is justified. This allows existing synthetic sports surfaces using such infill to reach their natural end-of-life before needing replacement.

  • (j) Starting from 17 October 2031, the marketing of granular infill for use on synthetic sports surfaces will be prohibited.

Conclusions – FAQ

1) What does the new Regulation establish? It bans, within EU Member States only, the sale/purchase and consequently the new use of polymeric infill for synthetic turf.

2) From when will the sale/purchase and new use of rubber infill be prohibited? Starting 17 October 2031, manufacturers and resellers must indicate in their offers that granular polymeric material with a particle size below 5 mm cannot be used for loose applications in manufactured goods or finished products intended for sale within the EU market.

3) If I purchase rubber infill before 17 October 2031, can I continue using it for my synthetic turf field until its end-of-life? Yes. You may continue using it until the field reaches its end-of-life—for example, a full-size football pitch may remain in use until 2043.
